It's very common here (germany) to be forcefully disconnected and reassigned an IP from the pool once a day here, especially on DSL contracts - and we still got a lot of vectored to the limit DSL. It's in fact so common, that JDownloader has a client for some common routers built-in so it can automatically dodge one-click-hoster IP limits.
And our cable internet companies all use CGNAT by now, good luck getting anything through that.
