Can the US switch off Europe's weapons?

Not to in any way support what the Trump admin is doing to Ukraine, but there is a world of difference between no longer supporting a donation and reneging on a contract. The former might make people wary of accepting your aid during times of crisis, the latter hits the bottom line.
