is it a lot more competitive for Nvidia to just keep winning? I feel like you want two roughly good choices for GPU compute and AMD needs a shot in the arm for that somewhere.

China doesn't care. They are banned from buying western AI HW or making their own AI HW at TSMC/Samsung. They are pouring hundreds of billions to the semiconductor ecosystem. Huawei is trying to make establish domestic Ascend/MindSpore ecosystem, but they are limited by the SMIC process (~7nm). Should have mentioned Hardware. I remember Intel pays more than Apple hardware when adjusted for COL (Intel in Oregon/New Mexico vs Cupertino). It has been a while since I looked into the salaries though. I agree they do not pay well relative to big tech on the software side of things though
Top talent who can shop around for more pay is going to demand higher pay in exchange for the opportunity costs for having to live in Oregon/New Mexico compared to Cupertino.
- WFH means you do not even have to move.
- Competitors have set up satellite offices in Hillsborough/Portland to poach talent.
- Intel does not feel like the stable employer anymore, with the almost yearly layoff waves since the BK era.

I don’t know what you are trying to say. If you have a point to make, at least be honest about it. Also, I am not American and not an I conditional supporter of their foreign policy. And considering the trajectory of American politics it is obvious that any foreign multinational developing in the US should have contingency plans.
My point was that great powers are always in some kind of military conflict, so it's not really a deciding factor when choosing where to build an R&D. Putin's concentration of power has been alarming, but only since around 2012, to be honest. It was relatively stable between 2000 and 2012 in general (minus isolated cases of mysterious deaths and imprisonments). Russia was business-friendly back then, open to foreign…
i.e. if you are an American/European company and you are doing business in Russia you must account for the potential risks of suddenly. The sanctions after 2014 were a clear signal and Intel had years to take that into account.

I'm pretty sure that the consensus (based on pretty objective evidence) is that Intel was run by incompetent hacks prior to 2021 (and probably still is).

Worse (for Intel) what can happen is Intel HP-isation - splits and sells.
But there is a lot of good news for them in cpu world: another B's granted, military buys Intel, new no-HT arch. And 80 bit memories like in Multics, can be true virtualisation on x86.
Even if x86 is dead Intel still have fabs - AMD can soon print in them :)
But that multigeneration refreshes are still a mistery - is it Intel's problem or maybe something else eg. simply someone have a some patent ? :>

US government wouldn't let intel down, this is matter of national security (only grown semiconductor fabs left on US soil) and edge of US tech dominance

There are already packages that let people run CUDA programs unmodified on other GPUs: see https://news.ycombinator.com/item?id=40970560 For whatever reason, people just delete these tools from their minds, then claim Nvidia still has a monopoly on CUDA.
Those packages only really perform with low-precision work. For scientific computing, using anything but CUDA is a painful workflow. DOE has been deploying AMD and Intel alternatives in their leadership class machines and it's been a pretty bad speedbump.
