A large amount of moderation problems could very easily be solved by a standard KYC process. You can sign up and view content without it, but as soon as you want to post, you need to submit a driver's license or passport. 1. Fake IDs. 2. Personal identification data is toxic. (You really don't want to be breached) 3. It's relatively expensive to verify if users don't pay. 4. Lots of people don't have valid IDs, but you still want them as users.
I am not sure bluesky is highly dependent on users at the moment, I think they just want "real" users and not bots
