Depends on the economy, I would guess. I haven't had to do a lot of hiring recently, but a couple years ago at my last company we found ourselves overwhelmed with applicants to PHP programming jobs. Like you said, a small project is a little bit of a red herring. No small test project done in a short amount of time (like a few days) is really going to be complex enough to test if a developer is actually proficient enough to work on a large project.

Maybe hire me? I have applied at a few places without getting a response, let alone a phone interview. If I'm spending a couple of hours writing code for them, they might as well take out a couple of minutes to reply back to me.
