#3The "falsely" in this headline is very weird. The Russian government has accused Gershkovitch of espionage.
Therefore, as an adjectival phrase, "falsely" is editorializing.
I know what WSJ is after, conveying that doctrinally, their reporter Evan Gershkovitch did not commit espionage. But this headline really seems like a confusing place to push that.
