They could just use the country of the credit card as an indicator for what movies to allow access to. I believe the reason for not doing this is simply because streaming providers would like to keep that option open to avoid losing a customer.

If it doesn't have in totality then try solving this problem in a disruptive way.

I don't have a problem paying for things, but I'd really like to actually own what I pay for, too. So if I can buy a film, I will, and store it on my portable SSD, and if I can't, I'll pirate it.
