When I'm confronted with laws that I don't like because I cannot collect all the data I want then I hold the software back and blame the laws.

Pretty simple approach.

No the regulations aren’t a huge issue, but it’s a popular scapegoat for own incompetence

In which direction? being worried to use other's data or worried about your own users data leaking out?

It isn't because in practice GDPR enforcement at scale is nonexistent and there are bigger fish to fry (Facebook, etc).
