difference now is one party absolutely aligns with Russian interests.

So what? An adversary (US) has deployed more advanced spy/military satellites in orbit than anyone else, so of course others would seek to develop measures to counter them.

To note, nuke blast in space is probably harmless for humans and works by disabling electronics via em pulse.

It's been true for quite some time already that anyone who expects to have their satellites continue to orbit in a major power war is a fool.
