Yep, it's pretty clear that unlimited is going to have limits (250 TB is a lot of data, that'd be $1500 a month in Backblaze). However, Google should have been required to be up front about their definition of unlimited (eg: up to 10 TB), rather than leaving it as a nebulous ToS term they can arbitrarily decide upon in the future.
This is actually a good use case for something like AWS Deep Glacier or Azure Archive Storage: data that needs to be saved and accessed infrequently if at all. It'd be around $250/mo, but as a business expense for a professional journalist that seems reasonable. Amazon or Microsoft could of course turf those services in the future, but considering the number of large companies that use them for long-term archiving I would expect that there would be a lot of notice before taking that step.

I mean 237 TB of data is an excessive amount of data. The 'victim' here clearly knows they are taking advantage of a situation. Google is in the wrong on their response but, come on, let's be reasonable human beings and stop saying 'victim blaming'.

Amazon Cloud Drive used to be “unlimited”. They rescinded that offer and deleted people’s data way before Google. Before Microsoft’s OneDrive too IIRC. Out of the big three, Google Drive had an insanely good run as unlimited. (Even non-enterprise business plans with caps in theory were unlimited in practice until this year.) - Former ACD customer who got burned.
They also banned encrypted files, effectively kicking off everyone using it for backup. I assume this means they look at your photos and other data.
Probably it means they want to compress and dedupe and you cannot compress data after it has been encrypted.

Google response isn't correct but everyone here has there hands a bit dirty. Storing 237 Tb on an unlimited server - the individual clearly knew they were taking advantage of a system and probably should have been ready for some kind of remedy.

This is all reasonable but you missed the bit where they gave him only seven days' notice.
To download that in seven days would require something like 3gbit/s
I somehow doubt google drive would even support that level of egress.
