#3Are they struggling or are they just not doing it? Their budgets go up every year regardless. In fact their supporters often and effectively use their poor clearance rates as justification to increase their budgets and headcount.
Locally in chicago the police have been on a very obvious "soft strike" since the Van Dyke trial, where they only take actions that are personally fulfilling to them and then blame their lack of action on the DA not prosecuting.
IDK from what I've seen up close I wouldn't describe them as "struggling" with anything.
