A character device load balancer that can do random or round-robin so I can replace /dev/random and /dev/urandom with a load balanced character device that feeds random numbers of bits from random random number generators in random amounts mostly as a matter of cargo-culting and so that encryption programs have no idea where their entropy is coming from. This can be done in the application but that is what I want to avoid. I am certain this will never exist as I am very likely the only person on earth that wants this.

Browser extension that allows you to add notes/comments to any webpage. All users of the extension can read each other's notes. For example, you read an article in your area of expertise and add some info that the author left out or got wrong.

I thought of this too. The one issue, the always issue, is moderation. People will take advantage to be nasty or dishonest if there is no enforcement of rules. Just like any other social network. But OP is looking for "wish" so I too wish it existed.

truly speaking, I wished a marketplace similar to uber existed wherein one can learn to drive from uber drivers itself, and they charge as per distance/time! till now I didn't find any startup focusing on driving license and driving school. I myself had called a driver from Just Dial!
