EU market is too big to ignore. We have seen this with Meta and others play out multiple times since GDPR has been increasingly enforced in the past decade. That's why it's important the EU keeps pushing, hopefully mostly sensible, regulation. There is no other counterweight that's aligned with consumer interests rather than corporate interests.

Sure, you can accuse EU of hidden protectionisms blabla, but for now, this is better than nothing.

I wouldn’t be surprised if Sam Altman calling for regulation were done for two reasons.

1. Make it harder for smaller LLM based companies to break into the space

2. Drum up interest in OpenAI by making it seem that they had or were close to having an ai worth regulating

"It must be regulated according to my ethics" isn't a new stance in the tech world. It's also possible that any calls for reasonable regulation were just pandering towards investors. Key FTX people also called for regulation of the crypto market, after all. It projects a willingness to be a good and compliant company, even if they'd wish they themselves wouldn't have to comply.

Exactly this. I am pretty sure he's bluffing, and even if not, by the time they decide to pull their operations, many alternative would be on the market (there are already many).

He does not want the USA to regulate his company. He will lobby against every attempt to do so, he’s proposing a new agency specifically because it’s the most unwieldy proposal possible. This has been the tech playbook for close to two decades now, it’s time we stop participating in the charade.

I get the impression Altman would like the US to regulate other AI companies, so that only the "responsible" ones can provide AI based services (i.e. OpenAI and Microsoft). It would take care of his moat problem.

I think he will be happy to split the market with Google and Apple, but he probably is scared of Open Source, most server run Linux or BSD and open source programming languages, and most server stuff is based on open source libraries. Would be the same for LLM, you would have many small but very specific LLMs.

By proclaiming they'd leave if they can't comply, it might cause the EU regulators to "self-censor" the regulation such that it's "easy to comply".

but tbh, i dont see what the regulations would be. I am a fan of no regulation unless actual harm has been shown first.
