Pretty cool UI, I'm jelly. Has anyone used this 'iced' GUI library; is it anywhere near mature? I like my libraries older than my wine.

It's new. All the Rust GUI libraries are new and the community is still experimenting with different ideas to find the best architecture.

This is probably really obtuse of me, but how is this different than tcpdump?

I think the keyword here is "comfortably".
