There is a noise filter that you can clip onto the power line or other cables to help prevent radio transmissions from going into the line or other sources of noise. Maybe one of the cables is acting as an antenna. https://www.amazon.com/VSKEY-Anti-interference-Telephones-Eq...

Oh, so that’s what those are! I’ve got a few USB-mini cables (that I think came with a PS3) that have those.

It is caused by an electric EMI spike from gas lift office chair. There is even an official Dell issue about it:

I have this problem too! I have been trained to roll away from my desk before I stand up. I assumed it was static, and my hat's off to you who tracked this down.
