It's called universal basic income or a country with a social support system that helps you get back on your feet after failure.
If there were actual social supports that could let me keep my house if my business fails, I would absolutely try all three. I've worked with enough institutions to see the need, to see the funding sources, and to understand how to sell it. But I'm afraid that maybe it's regional and not nation wide.
