Twitter is down due to buggy release?

I received this message, same as everyone else. I just have a plain old, non-checked account. I occasionally use an unfollower service that uses this API thing (What even is API?), but I don't see how that's grounds for denying me or anyone else in the same boat access to Twitter.

Am I missing something here?
