According to https://www.datacentermap.com/belarus/minsk/ there are two in Minsk.
One I can't read, because they don't do english, another where the links for dedicated & VPS 404, but at least https://beltelecom.by/en/private/hosting/razmeschenie-oborud... is there.

#4There is a caveat: license and usage fees for using the protected media have to be paid to the Belarus patent office. If a copyright holder will claim their rights they may be getting a minimum of 80% of those profits, provided that the Belarus patent office finds them entitled.
That said: not a great fan of the MPAA, but a dictatorship scares me a bit more when it comes to taking profits out of their hands.
