Not in the entire EU, I can access it from The Netherlands. I don’t think the EU ever blocks any websites, because thats up to each country individually.

Try to change your DNS servers. You'll be able to access any DNS blocked site. (e.g: thepiratebay)

#17It's blocked in France. Same was true for z-lib when it still existed. Thankfully Sci-Hub.ru (the main one) was never blocked here (that I know of).
Up for me, maybe ISP dependant.

There's something to that POV. I respect Open Library a whole lot more than Libgen, because I know Open Library will always be able to do their work in the open. There's a whole lot of content which can be legally available due to its age, and we should strive to make that as easy as possible to find for the average user.
