I think having sender authentication would help a lot. Email infamously doesn't have that, which makes it easy to spam. If every spammer had to identify themselves, they'd probably be a lot easier to block.

An act of speech is an action. Preventing someone from expressing themselves is an action.
To clarify, I mean an action against another person. This is as per the golden rule, do no harm. If you speak, you are doing no harm. If you prevent someone speaking, you are.

How do you ensure non-recycling of identities? Even trying to bind to a real-world government ID isn't entirely effective and quite onerous.
