This also means engineers need to be given the means to do so. From my experience, most engineers are not given the very basics to change things, observe important metrics and metric changes, and take the time to formulate a strategy. In theory most places are running with slack. In practice they run under capacity, and engineers aren't going to worry about things out of their control.
The good thing about spending $20k a month on cloud is they will happily take your money, and make it easy to do so, whereas spending the same on a dev means hiring them first which is a bit of a hassle.

We had historically one big AWS account, we are now splitting it into more fine-controlled accounts and migrated under a "root" account following AWS best-practices to have unified billing and we can enable the Business support only on the big (legacy) account where we run 100% prod and other things. Each AWS account can have it's own support plan.. for a while we had some accounts with a mix of Enterprise and business support.. in fact, every child we made for business support for a while even though we had enterprise support across our AWS organizations

If it's any consolation it's not much better on the AWS side. We are currently waiting for them to fix something which they recently broke but some dude is on holiday. I suspect he's the only dude who knows how it works. Even our account managers can't seem to brow beat anyone into fixing it. Out of interest, what support tier are you on? Is it the Enterprise ($15k/month minimum) tier? I've found that AWS Support will resolve any non-critical issue within at most a few hours on that tier. (Our cloud spend was $1M/month)

Beyond ridiculous once you leave SV, by the way. Being difficult about dev salaries but no problem spending 1-10x that on cloud services because one CBA to give their devs time to research costs and metrics.. and then complain why there are so few specialists. The lack of introspection is palpable.
Reminds me when I worked for a company. Tight with raises but spending half a junior dev salary on some monthly service they never used. And a couple of dev salaries per year on the company party!
