#2the new license requirement will address the risk that the covered products may be used in, or diverted to, a ‘military end use’ or ‘military end user’ in China and Russia. The Company does not sell products to customers in Russia.

#4I thought anything above the processing power of a Playstation2 was export-controlled by default. Why these specifically?
It's possible that the US got wind of some military/dual-use supercomputers based on A100/H100 and decided to block them but that's just speculation.
