I think that this is not just a story-telling problem. It is a wealth-sharing problem as well. This doesn't ring true to me... the industrial revolution came from the steam engine. And so many later advancements like the light bulb, generators, cars, planes, mass manufacture of fertilizer didn't have much governmemt involvement.
