Only if you use the internet primarily for streaming. If you use the internet primarily for something else, with "net neutrality", you will be paying for the video streaming traffic (which makes up 60% of downstream traffic) even though you don't use it for that. If Netflix is required to pay the ISPs, Netflix just increases their prices and it doesn't affect internet users who don't primarily stream video.

But; universally, they bypass these rate controls such as Cisco PGW ADC (Application Detection and Control) and LTE eNB ABR for wireless as examples, and many others similar features that limit the rate the user actually gets. And in almost all cases, these systems are designed to allow speed tests to bypass the rate limiting.
Commercial Speed tests are in no way a valid or reliable way of understanding the quality of a network service. I am a little surprised that this is breaking news on HN however. I would think this would be pretty well understood by this community?
BTW. Fast.com does is not always immune to this "Volkswagen diesel" effect. The only way to know for sure is to have a VM or bare metal server someplace and do an iperf to it.

Damn, maybe we should get rid of "electricity neutrality" too. Would be great if we just charged extra to all these bitcoin miners and marijuana grow farms so I wouldn't have to subsidize their electricity use.
You pay electricity by usage. We don't have "unlimited" electricity plans. This is why you do not subsidize Bitcoin miners.

You pay electricity by usage. We don't have "unlimited" electricity plans. This is why you do not subsidize Bitcoin miners.
On mobile most plans are already "limited", but that hasn't given us net neutrality on mobile.

If you're a web developer, you owe it to your users to add this to your site even if you have no connection with Netflix or Fast.com. Randomize the image name every time to avoid caching - it doesn't matter if the image isn't found.

isn't throttling and selective benchmark fakery illegal for the same reasons VW got into trouble? one would assume FTC has a far narrower and well-fanged positioning to punish the perpetrators. what prevents this? (I think monopoly power + no designation as a ultilitt despite being one)

Disagree with the premise though, Netflix has fast.com to make it transparent to customers that their NETFLIX volume is being throttled, and hence providers naturally do not throttle Netflix
