They do this so more countries like Finland would join NATO. There is really no other reason.
My question is how come Finland, with their history with Russia, isn't already in NATO ?

Which is why the GP mentioned encoding the timestamp and mentioned data packages (ergo package based one-directional communication). If by same signal you mean looking similar, but not containing the same data, then the problem is already solved. If you mean containing the same data, then there is no problem.
This requires a precise internal clock that is always correct. If that clock drifts or is reset because the battery dies, GPS receiver would stop working.
I wonder if the problem lies in a different aspect of needing to authenticate messages quickly enough and thus requiring more processing power.
