If they loose, Google could build EU data-centers and try to be GDPR compliant, which seems the most likely outcome. They could also pull out of the market, which seems less likely. That doesn't matter, since US CLOUD Act allows US law enforcement to subpoena data even if they are stored in the EU.
The only "way out" is to use cloud providers that have no presence in US.

Hetzner also has facilities in Finland and even bought into a low-latency undersea cable for that purpose. They are also expanding into the US currently.
This makes it worse, since they fall under US CLOUD Act now.
