I may be wrong, but as far as I understand, governments would not indemnify manufacturers, but those who have been vaccinated and suffered from adverse effects.
Meaning that if manufacturers reject any liability, unless there is "willful misconduct" by the company, as stated, for example, in the PREP Act [1].
So manufacturers can still be sued, but the likely scenario in the current climate is that they could be engulfed in a myriad of spurious legal battles, if they didn't seek to be shielded.
