Russia Is a Rogue, Not a Peer; China Is a Peer, Not a Rogue

Every country is a rogue, some more so than others but there's no such thing as peers or friends amongst countries. There are arrangements of convenience, which history has shown can go from one extreme to the other in a shockingly short period of time.
