Where is this a quote from? I was curious if exchange rates had changed that much since, e.g. the year 2000, but at 2000 rates, 3000 Rs. is still only about $70, which still seems pretty low for explosive ammo.

It's not that unbelievable though. Democracies - generally - foster free thinking. Free thinkers question the policies and are generally critical of the government. It's crucial to the functioning of a democratic society. But then the "enemies" of a democratic society will use the same thing in their favor.
I don't doubt it. Doesn't make "Bin Laden's Bookshelf" less of a PR stunt
