Depends how willing you are to tinker. You could get Graphene/CalyxOS on a Pixel and move as far away from Google as you like, at your own (in)convenience.

Is Apple still going ahead with this plan? Even after all the backlash? Can rooted iphones stop the image scanning process?

Saw CalxyOs recently, it is build on top of Android but is unbundled from Google. And fakes Google play services so you can actually use apps.

Haven't tried it personally and it only works on pixel devices but looks cool

I didn't see any real backtracking from them. Last time I checked, they tried to downplay the impact of their new measures on privacy.

So apparently, there is currently CalyxOs that works with Pixel phones and Pop!_OS. Pop!_OS is an alternative to Windows or macOS. I believe that Microsoft does the same thing with its telemetry services.

Nope, though I communicated a lot with the Ukrainian hacker who started the project and the whole bananahackers community.

My primary phone is from 00s, running a proprietary ENEA OSE operating system, and I have no reason to change it. Though if I'll have to, I'll consider something KaiOS-based or Android-based with a keypad, like Nokia 800 Tough, Discovery A17 or Snopow M2. Ideally with a GNU/Linux port available, bananahackers are digging into this direction too.
