It is not peer-reviewed. Literally the title:

  Peer Review Request: Depression

  Give me feedback on my take on fighting depression

There are comments from people on the internet on his first draft, but "peer-reviewed" implies that feedback from relevant experts has been incorporated.

Edit: I got the title wrong. This is not peer-reviewed*. As pointed out by WalterGR, he opened up the article to the audience and requested a peer-review. I shared the article because it had some interesting insights on Depression.
