OK, in theory you are right. But I doubt the average citizen lost from that. Did those guys win elections or just stole them /took power by gun to loot the country?

is TSMC doing anything innovative themselves? I thought they just purchase the machines or at least specs from ASML, a Dutch company. So the "best tech" is designed in EU anyway.

I think so. IBM recently produced a new "5nm" chip. In reality the physical size is closer to 24nm, if I remember correctly. The numbers you hear don't literally mean the physical size of the transistor, it refers to something else.
