I wonder if the article deliberately has no information on the rates at which the content is blocked/allowed, such as how many of the top 50 LGBT/white supremacist websites are blocked.
Given that the title is based on two different pieces of software, one very permissive (it allowed almost all of their LGBT and other content), and one very restrictive (the U.S. State Department, Library of Congress, and the Washington Post had to be manually whitelisted), I'm going to say that yes, the article is deliberately manipulative.

Although having "gay" in a blacklist of words in 2021 is pretty irresponsible.

Given how often "gay" is used as an insult or slur, I imagine the person who put it on the blacklist thought they were doing something good.
