The first advice is to disable hardware mitigations. This could be OK in trusted datacenter setting, but SPECTRE/Meltdown could be exploited via Javascript, just by visiting the page -- so disabling them on the laptop, which is presumably used for day-to-day web browsing is a bade idea.

Some seriously bad advice here.
