Requiring citizens to keep arms was actually quite common up until the 1800s, with some municipalities actually purchasing firearms for residents, with the expectation that they would be paid back as was manageable.

I think quotas work in both directions.... you have to do this many in certain time, or you only get this many in certain time. Here is the definition.... :a proportional part or share especially : the share or proportion assigned to each in a division or to each member of a body
