That's my take here as well. It's hard to take this seriously and I refuse to back this when it's posted anonymously, although I agree with the sentiment behind it.

Yeah, this is a much better solution.
You can't really ban proof-of-work practically anyway, but you can make quite easily make dirty electricity more expensive than clean electricity.
