Texas Railroad Commission has been around since before relevant federal statutes were passed

Not directly. In Texas and other deregulated markets, you can be on either a fixed rate for n months or on a variable rate. If you're on a variable rate, the rate will be much higher than normal for the next few months. If you're on a fixed rate you're fine for now, but keep an eye on when your fixed rate expires. The Eastern grid isn't out of wack right now, so people in those markets aren't likely to see much of any difference on their electric bills.

I'm surprised by this. I would have guessed lots of solar there and potentially wind.

Presumably solar is not quantified in "most of it" because it is unmeasured.

For example, my own solar doesn't factor into the percentage of power generated in California. No one can tell you the price per kwh.

All PGE knows is that sometimes they send me power, and sometimes I send them power. They have no idea what my internal usage and costs are.

So did the windmills freeze or not? Starting to doubt the fact checkers.

Some did, but at least in Texas the ERCOT planners basically assume ~0 wind for some week-long periods in winter and just expected to rely on their natural gas generators. But then when 30 GW of thermal plants went offline for weather reasons (pipeline freezes, priority to heating customers, a faulty sensor on a nuclear plant, etc.), that's what really brought things offline.

Is it possible for Western Canada to contribute into the US grid?

BC and Alberta are part of the Western Interconnection [1].

BC Hydro, via Powerex, trades energy within this region [2].

For the most part, regulated utilities factor in cost spikes into their rates, so they’ll have some reserve built in to cover. They may not make as much profit this quarter, but they won’t go bankrupt. Additionally, keep in mind that a lot of regulated utility companies own their own generating plants. In that case, the cost of power on the open market is basically irrelevant. Heck, they may even be SELLING power into this market.

It is used on the Big Island, which is the newest island. Unfortunately most people live on the older islands, which aren't above the volcanic hotspot anymore. And the islands are far enough apart that they all have their own independent electrical grids.

Even if they ain't directly on the hot spot, couldn't they still be close enough to it for there to be a useful temperature differential?

Hawaii is actually pretty worse case for tidal power. You want a narrow estuary with a high tidal swing. Think fjords and similar formations.
