#2AFAIK it is common in dense cities with good economy, where usually someone has no means to care for the baby (due to tight schedule and lack of caretaker) and the cost of living and rent is high.

I'm always surprised boarding schools aren't getting discussed more with how much discussion gets directed towards the difficulties of parenting without a sitter. I don't know what the ideal implementation would be but it seems like all the pieces are there to provide large scale support to a lot of people.
