I wouldn't consider that done. Maybe I don't understand the dog whistle property, but I always assumed that a federal mask mandate was like a normal federal law that was legally binding on all US land not just the capital, white House, and such.

I think almost all of these are great, and it'll be cool to follow the progress of most of these. More importantly, it's logistically impossible to ban code.

Also unconstitutional. It was clever of Zimmermann to publish PGP source in a book (which happened to be machine-readable) to make the First Amendment violation completely obvious.
