You upload action is hosted on a different domain from the domain that serves the content.

I run https://neocities.org , and safe browsing has been my nightmare overlord for a long time. No way to manage reports via an API, no way to contact support. I haven't even been able to find a suggestions box, even that would be an upgrade here. Doesn't Safe Browsing require every URL you visit to be sent to G$$gle first? I know Chrome users "have nothing to hide", but this looks like complete surrender.

I don't know what the implementation actually looks like in chrome, but it could work on a blacklist that's stored locally and updated on a regular basis.

I naively used to think, "they probably don't realize what's happening and will fix it."
