It's not that there's a hard OSX requirement, but Mainstage (for live mixing) dominates this field. It's incredibly low latency, and there's really nothing as good for this specific use case. Combine Mainstage with on-demand sequencers like Doggiebox, and Apple really owns this market.

Besides software and familiarity, I'm sure the Mini's form factor has a lot to do with it. Also, if you need to replace or duplicate a unit with an identical one, you know you can always run out and easily find replacement Mac Minis. They're going to have to wait until the synth industry gets their act together and ports to Apple Silicon though. The DAW/music ecosystem is notoriously bad at these kinds of transitions. Due to how VSTs work, if any of your plug-ins are not ARM compatible, you have to run the whole plug-in host and all plug-ins under Rosetta, with the performance drop and stability compromises that that entails.
