Well, construction in China != construction in the US. US has permits, environmental reviews, inspections, labor laws, etc etc that all add time.
In Texas all kinds of weird stuff is possible thanks to undocumented labor with ambiguous rights-

According to Wikipedia (german article on Tesla Gigafactory 3), Tesla went from the ground-breaking ceremony at beginning of january 2019 in Shanghai to first cars produced there in november of the same year. They might be getting practice in building factories (what's the learning curve for car factories?).
The safety requirements are so much more lax that I'm willing to bet it makes building a factory much quicker in China.

Texas is rolling out the mat for Tesla [1]. They will move faster on permitting and reviews. Tesla seems to be moving quickly with GF4 construction in Berlin [2], even with German labor laws (which is good! you still have to make sure labor regulation is adhered to). Texas is not California. The deadline is not set in stone; it is an aspirational goal to motivate. Lots of oil and gas (O&G) construction/services folks…

Texas Transportation Commission just approved $3.4 billion in funding last month to reconstruct 35 through Austin, so there's hope.
Will still take a Cybertruck though.

#37I'm astounded that they ever tried to operate a factory in the Bay Area to begin with. Forget about regulations and taxes. The real issue is cost of living. You're going to have to pay all employees 2-3X what you'd have to pay them elsewhere, and it's not like they're keeping any of that. It's all going to rent/mortgage payments.

Tesla's tent assembly line is very much alive. That's where they make Model 3's. It's called GA4.
