We watched the 2011 movie Contagion directed by Soderbergh, where the next corona virus spread from China at a similar rate to SARS-CoV-2. One of the first things that came up was US officials consulting virus scientists asking "is this a targeted attack"? I recommend the movie. Apparently it was extensively researched, though I'm not saying it's very accurate or totally realistic.

Anyway, what I'm saying is there's something inherent in crises like this that causes us to ask "is someone/something doing this to us". Reminds me of those stories where a plague would be attributed to God's wrath.
