Reality is no single person is going to know enough to solely be responsible for everything. A manager of a sizable team is not going to know the details enough to know the right approach for everything.
I’m a big fan of providing context to team members and having a dialog instead of just delegating everything top down. But in this kind of environment accountability can still be made clear.
