#7Do the "moving costs" include lease breaking penalties or real estate transaction costs? Does it assume lost income while I look for a new job? If the assumption is I leave all my old assets as they are in my old state, that opens me up to not just legal challenges on my voting registration, but on my state tax status as well. Details, details...
One could definitely make this more sophisticated and specific to state by state rules, but I didn't have the time. But feel free to play around with the numbers in the notebook, as this is just a starting point.

#8Another good tactic might be to put forward policies that appeal to the people in these districts. I dunno, that's probably too much work.
