I think the article is referring to commissions that her position is earning. Hard to tell though.

Every manager fucked up in that company. The HR manager should have not brought it up. The manager and his boss of the employee should have been aghast at it and done everything possible to stop it from happening. That is not how you treat a fellow human being let alone an employee.

Women shouldn't work after they give birth, this outsourcing of raising babies is not helping anybody. They should go to work only after the kids are old enough to go to school. We are just ruining are society with this idea that women should work all the time like men. We don't need all this work from women, it is not valuable like them taking care of their kids and taking care of home.
