Slow down for a second. You're misreading the language.

By "100 millionaires" he means hundred-millionaires, that is, people who have one hundred million dollars or more. By "100 millionaires and billionaires", "hundred-millionaires as well as billionaires".

By "100 millionaires and billionaires" they meant "people with $1XXM or $XB". Not a clear phrasing, though!

Most of the bottom ~50% or so of households pay no (or negative) federal income tax, due to low income, EITC, various offsets for children, etc.

At the lower end, you need to factor in payroll taxes as well ( FICA )

Correction: the rich pay a lower tax rate than you. They do pay, however, vastly more than you do. The various governments have somehow managed to brainwash the masses into comparing rates instead of actual amount paid. Very neat trick of you ask me.

Even in terms of tax rate, there are a surprisingly large number of people who pay no income or payroll taxes.

Is this an issue in practice? Like I get if I have an asset that meets inflation for a decade than I'll lose value through the taxation. But that would be a bad investment, wouldn't it?

The argument for corporate income tax is misplaced. Many socialist countries have a low (or no) corporate income tax and that's goods. A country shouldn't tax the things it would like to encourage. In this case, that companies re-invest and not pull the funds out to pay investors. Capital gains tax should probably be mentioned. Why is it a much lower rate than income tax? The lower capital gains tax is to encourage the things that the economy needs...namely investing in creating and growing companies.

It's misleading because the rich that they're talking about already paid a much higher rate when they originally got the money in earnings. It's just the 2nd round of taxation: the capital gains which is lower, as it should be. And let's not forget, taxes are extremely high on everyone.
