That's a caricature. In fact there are a near infinite variety of reasons for being homeless, and many homeless folks not only can hold jobs, but work them already. Yet they're on the streets anyway because of financial pressure, look like the "these people" you want to lock up, and would probably get picked up under the same ordinance.
That’s also a caricature. Some of the homeless are indeed able to hold job, and pay bills, etc., and just need a little extra help. They are not usually the ones defecating in the streets. Others need serious mental help. The line between the two is not the subtle “infinite variety” you make it out to be.
That is why I propose a new term for the people most of us complain about. I use the term crazies or untouchables.

Mental healthcare may be relevant to this issue. But the cost of housing is not. These people cannot hold jobs because they are mentally ill. They need state provided institutional care, otherwise they will remain on the streets.

In the current political climate (really the last 20+ years, but more so lately), politicians do not solve problems, they create them.
And, the problem of homelessness can't be solved in SF or NY or LA, because I've read of cities putting their homeless on buses to SF (or elsewhere).
This is a national problem and needs to be addressed nationally and at root causes. Everything else we do is papering over the problem.
