Happens all the time. We can hire only at certain times when budgets open, so you go ahead and hire but you have no time to deal with the person. But it's exactly like you say. People wouldn't get their act together sufficiently to have a team meet with us on some topic for a day or some marketing campaign would be canceled or changed so they no longer specifically needed what we had created for them. Easier to just forget about the whole thing and move on.
