when visiting Taiwan and then Hong Kong in the late 1990's, a local said "there are no software companies here" .. everything with money had a hardware sale associated, software was just pirated as much as possible, end of story.. no one would pay for software if they did not have to.. It may be a "western" thing to have companies and people that can live from writing only software
